I'm getting differing answers on this one and have had trouble finding specifics in the gov docs I've read through

In order to access the data yearly training for CUI is required

Excluding an "escort" situation, do all persons with physical access to the server need yearly CUI training as well? Or does the training only apply to people accessing the data?

My answers has been "yes" out of an abundance of caution, however I can't find any supporting documentation specifying that is the case.
